What this means to consumers is that every commercial pool and spa in the U.S. must be fitted with anti-entrapment safety drain covers compliant with ASME/ANSI A 112.19.8 standards. The deadline for fitment of these new drains was December, 19, 2008 or the pool and spa should have been closed until the correction was made.
